TO ALL CITIZENS AND PERSONS WITHIN THE BOROUGH OF NORTH PLAINFIELD, SOMERSET COUNTY NEW JERSEY.
WHEREAS, pursuant to the powers vested in us by Chapter 251 of the Laws of 1942, as amended and supplemented by N.J.S.A. APP 9-30 et. Seq. And N.J.S.A. 2C:33-1 et seq., we have declared that a local disaster emergency exists within the Brough of North Plainfield, County of Somerset; and...
WHEREAS, the aforesaid laws authorized the promulgation of such orders, rules, and regulations as are necessary to meet the various problems which have, or may be, presented by such emergency; and
WHEREAS, by reason of the rapidly evolving pandemic of the novel coronavirus, COVID-19, the needs of the government operations to address the potential spread of COVID-19 which may further adversely affect the health, safety and welfare of the people of the Borough of North Plainfield and exacerbate and worsen the existing conditions; and
WHEREAS, it has been determined that the Borough of North Plainfield, County of Somerset should then be declared a disaster areas, and further, that certain measures must be taken in order to ensure that the authorities will be unhampered in their efforts to maintain law and order and to protect the persons and property of the residents affected by the conditions; and
WHEREAS, all areas within the boundaries of the Borough of North Plainfield, County of Somerset are hearby designated as a disaster area;
NOW, THEREFORE, IN ACCORDANCE WITH the aforesaid laws, we do hereby promulgate and declare the following regulations shall be operative effective immediately in addition to Executive Order #107 issued by Governor Phil Murphy of the State of New Jersey and the County of Somerset and the laws of the Borough of North Plainfield.
1. All municipal parks will remain open for gatherings of 10 or less with proper social distancing practiced.
2. All municipal playground equipment, basketball courts and athletic fields shall remain off limits.
3. All school playground equipment, basketball courts, tennis courts, track and athletic fields shall remain off limits.
4. Municipal offices and facilities will remain closed to the public until further notice.
5. Non-essential activities of municipal employees will be suspended until further notice.
